Crowd-control Philosophy: Conflict

The police have to be seen as being in charge and in control at all times, even while they stay passive and allow the crowd to operate within the ground rules set out ahead of time.
Sometimes, though, these preventative measures don't work, and a riot breaks out despite police efforts to keep everyone calm.

(How the riot police view the matter)
If a crowd gets unruly and starts taking violent action, then the police will switch to a more aggressive attitude. Their actions here reflect the fact that almost all riots are incited and lead by a few individuals who feel strongly or have something to gain from a violent confrontation. The majority of the people present either show up because something exciting is going on or are bystanders who got carried into the mob mentality. Faced with the possibility of arrest or confrontation with police, most of them simply want to escape and go home.

The first step is simple intimidation. Riot officers stand in strict formations and act with military precision. Once they form echelons -- lines of officers that effectively work as barriers -- the officers tap their batons on their shields or stomp their feet in unison. The result can be quite frightening to unarmed civilians -- it looks and sounds as if this group of armed and armored officers is getting ready to come crashing down with clubs swinging. In truth, this display is meant to scare off as many of the rioters as possible without the officers ever getting near them.

Police do not try to arrest every rioter. Their first targets are those who are leading the riot, because often the crowd will disperse without their leaders firing them up and encouraging them. All people who are spotted breaking a law are also targeted for arrest, especially if they injure or kill another person.

When it gets to the point where officers are actually in conflict with the rioters, the goal is still to disperse the crowd. A combination of advancing lines of officers and the use of noxious gas is used to direct the crowd in a certain direction or keep them away from a certain area. The crowd is never pinned down -- rioters are always given an escape route, since the whole point is to get them to run away.

Plans have been forming in my head Agent of Chaos, good ones and bad ones. I dont know how they will turn out because I lack the training they have. However the education is useful nonetheless. More articles like this are as I have stated, useful. My biggest concern is tasers, Is there certain clothes I could wear besides heavy armor that would somewhat keep me safe from tasers, or at least give me a chance? I’ll do some thinking myself on that matter. For now Peace and love

I know that rubber is an insulator for electricity, so is thick polyester. Possibly a wet suit that only covers your chest under your sweatshirt, the middle of your chest is a hot spot for nerves and police are trained to aim the probes there. I know there is somthing called thor armor that stops the tasers, but that can only be obtained by law enforcement. Remember that electricity needs to create a full circut in order to rock you, so if you can break it….

To protect from tasers, I would try to put something non-flammable or at least durable on the outer layer, then something insulated, like plastic sports gear or something of that kind in the middle, and then have plenty of padding on the inside. Either that, or try not to get hit. :)

As for the taser issue, I would have to say your best bet would be something thick and nonflammable. As Agent had said in his earlier post about the different forms of “riot” rounds, perhaps some sort of thick chest type protector. BMX chest guard, or even maybe a catchers pad available almost everywhere. Another option would thick heavy layers but depending on the situation that my not be possible. (somewhere in a hot climate or in the middle of summer) Anyways kudos agent this series was a very informative set. Keep up the good work.

Obviously the police are servants of the state therefore they act in a manner to protect it. There has always been objection to the police – when they were introduced widespread over the UK there were riots in the street to protest against the police being introduced. They didn’t win then, and we wont win now. Simple as – there’s no point trying to fight the police – fight the system which installs it. – democracy. Democracy put police in, and democracy can abolish them. The UK anarchist people want change – and they think it will involve a (violent)class war – with a period of time with no system before anarchy evolves. Personnally I think that the system can change and develop from within – the power of one person one vote exists today in society. In 1826 when the police was introduced in the UK – those working-class people who protested didn’t even have the vote then. Get my drift? We can change the system – but it doesn’t need violent revolution. It need intelligent persuasion.

I agree with zoe to an extent. Intelligent persuasion is what needs to happen at this time. Anarchists need to be focused on waking up the masses to what is really going on around them. though it would be nice to have the government qelenquish the power they have over us without a fight, I fear they will not let power simply just slip out of their hands.

Cos I think it’d be better to have the police/army on your side when the revolution happens. Which BTW to all – “revolution” it’s the right term – the UK anarchists use. You don’t want a revolution cause as the name suggests its like a revolution on a wheel – nothing changes with revolution. Like I said the best way to change the system to anarchy would be to change it through democracy. Afta all – if you’re talking about installng a type fo political system then the best way to do it would be through the current politcal system. N’est pas?

Zoe thats where it gets tricky, In america we are moving into a police state and its getting worse by the day. IMO democracy is a joke over here and that term is thrown around alot to pacify the masses. Capitalism is what turns american wheels and it affects everyone else in other countries. Peaceful resolution is always preferred over violence, but when all else fails, anger is a gift.

Zoe, I think were you are coming from in your comments is refreshing, The last few articles while interesting have lacked real discussion (I was one of the people who contributed to this by simply asking for more and I am willing to admit that) But what you are missing is the real reason why these riots are caused. It is not just an attack on the police it usually starts off as a peaceful march and then elevates to a full blown riot after the police come. It is not an attack on police it is an expression of our beliefs that is escalated to a riot. In which the Police are “defending there turf” as to say and we are defending ours. This is not senceless violance but rather an expression of the rights given to us by the “Democratic” system. It starts out as a way to educate the masses and is only shadowed by the violance associated when they try to stop it. So in a way we are trying to work in a way not directly contrary and distanced from the masses but for them and it is turned into such a bloody isolation because that is what the government wants, To isolate us. This is the method used by Martin Luther King Jr. and it worked for him. This is the only way, there is a reason we have gone to this as a last resort.
